Ard Tuned Ecu And Tcv Question

I have completed an 2007 RN swap to a 1998 V70.  I am currently using a tuned ARD ECU TCV for 15 psi from my old stock setup - the B5234T.  Air Fuel ratio are rich - mid to high 10's at 15 psi.  I have both a wideband and boost gauge hooked up to verify this.

 

The car is currently not holding the entire 15 psi throughout the RPM range.  I cant figure out if I have a boost leak or if the TCV is detecting knock and bleeding some of the boost.  It immediately spikes to 15psi then slowly drops off and by 5000 rpm its showing about 6 psi.  I cant hear any knock anyways.  Perhaps there is at the initial 15 psi.

 

My question is this - would the Ecu sense boost then tell the TCV to bleed off the boost pressure?  Is there anything else it could be before I start pulling vacuum hoses to find a leak.  Is there a common spot for a boost leak? Would this boost leak be caused by the fact I have VVT cams unplugged?   Maybe the motor is bleeding boost due to the intake and exhaust cam timing not functioning.  I have no engine codes.
