99 V70R Paint Question

Just bought a 99 V70R, this is the newest Volvo I have owned so I have a few questions. Did these come with clear coat? I know the yellow 850's didn't, this ones is pealing so just wondering if it was added at some time. And what products do you guys use to clean up these cars with dull paint?
